In a pot, combine 35% cream and milk. Pour ¼ cup of mixture into a glass. Add cornstarch and mix. Set aside.

Gently heat cream and milk mixture, being careful not to boil.

When mixture is hot, add sugar, cocoa, chocolate wafers, vanilla extract, salt, and cornstarch mixture. Mix well. Heat until everything is melted and mixture has thickened. Remove from heat before it starts to boil.
Step 4
Place a piece of plastic wrap directly on top of the mixture as it cools to prevent a crust from forming.
Step 5
When fudge mixture has cooled, pour into popsicle moulds. Add toppings (candy, chopped peanuts, chopped chocolate chips, etc.) Insert popsicle sticks in centre and place in freezer for at least 4 hours, or until cold and hard. Remove from freezer. Remove from mould. Serve and enjoy.
Variation
For even more decadent popsicles, dip the top half of the popsicle in melted white chocolate or vanilla yogurt and garnish with candies or chopped nuts. Place on a baking sheet lined with parchment paper and place in freezer for 1 to 2 hours until frozen and hard.
